Chinese State Company plans to increase investments
The Minister of the Secretariat of Ports of the Brazilian Presidency, César Borges, received this Thursday, July 17, representatives from China Communication Construction Company LTD – CCCC, who are in Brazil comprising the delegation of the Chinese President Xi Jiping in an official visit to the Country.
The Chinese state Company is a world leader in logistic infrastructure, including ports, airports, railways and highways in several countries. In Brazil, CCCC works in a joint venture with Brazilian companies for the dredging works in Santos, in Paranaguá and in Rio de Janeiro.
The Vice-President of CCCC, Mr. Sun Ziyu, pointed out that Brazil recognized the importance of the port sector when created one Secretariat responsible exclusively for this segment. He said that China has a great interest in strengthening the partnerships with Brazil and remembered the investment opportunities which are being offered through the National Dredging Plan II. “We are interested in allying interests not only in this area, but also in the construction and operation of Brazilian Ports”, he added.
César Borges remembered his visit to China in May 2014, when, on behalf of President Dilma Rousseff, presented the Brazilian highway and railway concession projects. “The Government understanding is that we must work in partnership with the private sector. We want to attract investments and I am happy to know that companies of this size already invest and are interested in investing even more. We want the companies to continue participating in our auctions. We want them to be paid correctly and on time, in order to have a win-win situation and obviously in accordance with the Brazilian laws”, he said.
The Minister made available to the Chinese delegation all information about the investment opportunities in the port sector which comprise the tenders included in the Port Logistic Investment Program – PIL Portos – estimated to reach R$ 15,8 million in concessioning in statutory ports and in the National Dredging Plan estimated to reach R$ 3,8 billion in dredging works in 20 Brazilian ports. He also pointed out the possibility of construction of private use terminals, which will increase their operation capacity with the new Ports Law since it allowed the handling of third party cargoes. Until may 2014 twenty contracts have already been signed with private companies, who plan to invest around R$ 7,0 billion in such ventures.
The Chinese entrepreneurs invited the Minister and his staff for a visit to Beijing, when the investment opportunities in Brazil would be presented. From then on, the Chinese companies would be able to define their priorities and initiate a dialog with the Secretariat of Ports. Cesar Borges thanked and restated that he would like to see CCCC as an active partner in the effort for the development of the port system.
